Since there are hundreds of content management systems, it would 
help if you said what you want to use the CMS for.

I would use different systems for campaigning (e.g. 
http://www.greens-in.org/), for supporting group editing of 
documents such a funding proposals (a wiki web such as Tikiwiki), 
for news discussion, and for conventional information sites.
