Two OSS CMS's come to  mind,. One is from http://www.clicksandlinks.com who
have developed community portals. The other is from http://www.oneworld.net
- see the special offer on the front page.
Here at the NCC we have been looking at open source for some time and, along
with others, have recently had approval to establish an open source software
centre. This will include a library / catalogue service so hopefully queries
like this will get quick and reliable answers and there will be somewhere to
lodge reviews / experience.
