This is part of introducing, for the first time, a universal service
requirement with regard to Internet access.

However, the present intentions simply reinforce the status quo, with a
requirement that is below the performance of a 28 kbps modem, if anyone can
remember those!

In an attempt to encourage COnetters to add their voices I am copying to
COnet my comments on behalf of RBIG - feel free to plagiarise, but please
don't bother letting me know where I got the terminology etc wrong, I'm an
amateur in such matters!
