[Conet] public file storage

Dear Carole

Sorry have had no time to research is and it may be of no use at all 
(depending on the amount of internet access users are allowed etc.,) but at 
one time is was possible to get web space for data storage / backups.

It may be that these were freebies to entice people to providers who then 
started to charge etc..  But at one time they were being promoted as a way 
that dispersed families / friends etc., could send / share large files such 
as photos etc.

May not be appropriate but if they still exist could offer a level of 
'independence' from local authority procedures.
